This character design doesn't fit Type-Moon at all, I was happy after they canceled Fate/Apocrypha and I wasn't so happy after they decided to revive this crap.
If not Mahoyo, I could say that this studio is completely hilarious with all these Fate/Milking Sabers series, fallen into stagnation and degradation. But since TM is actually making something different like Mahoyo or Girls' work it's tolerable.

While adorable, she doesn't give off a jack the ripper vibe the way, say, Saber gave off a king arthur vibe. I think she needs period appropriate clothes and weapons (victorian england if you don't know where Jack is from).

That's the point. A Jack the Ripper vibe? Nobody know who Jack was. Perhaps she has the vibe without us knowing it.

Umm, yeah but we do know some things. Knife user, from victorian england, possible medical knowledge, etc. Her outfit is more suited to mecha musume than victorian mass murderer. As is, she doesnt even look like she is from the past.

Rider Medusa doesn't exactly look like she is from Ancient Greece either. Caster Medea's outfit looks like your typical 'evil sorceress' robes, but not very Greek. Nothing about Gilgamesh looks Babylonian or ancient IMHO. Should I even mention Lancer Cu Culhainn? A blue bodysuit doesn't exactly scream Ancient Celtic warrior to me. And we have all heard complaints about Fate/Extra Nero...
Another fun fact. She ("Jack" that is) is actually self-concious about her outfit and doesn't like people looking at her while she's dressed like that. Given that fact and that I seriously doubt Arturia wanted to appear in armor over what looks like a ballroom dress, and I'd say the Holy Grail is messing with some of the female competitors.
Incidentally, I'd say she looks like a loli-version of Allen Walker from D. Gray-Man.

The thing is, she killed prostitutes because she wanted to "return to where it was warm" ie- she wanted to go back to the womb, hence why she was removing their organs (to make room; yeah, it's creepy as hell). If you are a prostitute, but you treat her like she is your daughter and are kind to her she won't harm you. Her entry states she is kind to those who are kind and cruel to those who are cruel (if you can't give her prana and force her to feed off of people, like Shinji did with Rider, then she insists on only attacking "bad" people because their souls "taste better").
She actually loves her Master, Rikudou Reika the prostitute, because Reika takes care of her and even cooks for her despite the fact that Servants don't need to eat. More likely than not, when she was alive she probably went up to prostitutes and treated them like they were her mother, and when they just shooed her away she'd kill them for rejecting her.

Yeah, this is confirmed in Act 1 of the light novel. It happens pretty much exactly as you describe it.
