There is a reason for the tag being that way, the school has no official name. Even the article you linked EXPLICITLY STATES AT THE TOP that "Vermilion City School" is a fan name.

When I created the tag, I was following the precedent set by hoto_cocoa's_school_uniform, kafuu_chino's_school_uniform, and tedeza_rize's_school_uniform, which are all worn by other characters besides the ones they are named for.

Bulbapedia has a habit of inventing names for no reason. Tagging the uniform as vermilion_city_school_uniform is just going to perpetuate a fake name, which no other Danbooru uniform tag does.

But Bulbapedia isn't making a fan name here. There's a difference between "Vermilion City School" as the school's actual name, and "Vermilion City school" as a way to refer to a school that exists in Vermilion City. The page even starts with "The school in Vermilion City is an..."
When you look at it like this, it isn't different than calling it "Chloe's school", which isn't an official name for the school but a way to refer to it as well.

Being used by a wiki doesn't make it official, and tagging it vermilion_city_school_uniform passes the false impression it's an official name.

So what? There's other such tags that use qualifiers. roubai_academy_school_uniform_(new), roubai_academy_school_uniform_(old), tsukumihara_academy_uniform_(fate/extra), and tsukumihara_academy_uniform_(fate/extra_ccc) are all school uniform tags with qualifiers, and it's inevitable there will eventually be schools with the same name in completely unrelated media that will need qualifiers when tagged. We already have seishou_elementary_school_uniform and seishou_music_academy_uniform for a very close example.

I admit I forgot the text started that way, but I still think using vermilion_city_school_uniform might pass a false impression it is an official name, unlike using a tag named after a character or a copyright.

There are nine images tagged with this costume that aren't Chloe herself. None of them are tagged cosplay, making it really awkward to name it after a character. It makes it sound like it's a character-specific costume rather than a uniform.

...but to be completely honest, I barely see any reason to tag it at all. I'd rather tag those images as cosplay and simply not have a tag for what is essentially a single character's outfit. It feels like a padding tag, though I admit I may simply be reticent due to previous Pokémon tag bloat.

Typically unnamed schools either don't get a tag at all, or they get a tag after the city they originate in. There is no ddlc school uniform because we don't know the name of the location, even though the school uniform has a very defined look.
On the other hand, there is takarazaki school uniform, which also comes from an unnamed school in a named city.

Just note that the name on Danbooru is unofficial. Naming a uniform tag after one specific character that wears it when there are multiple is fucking stupid.

There were like 30 or so like half a day ago. There seem to be two characters wearing that uniform that aren't cosplay - Chloe (pokemon) and Goh (pokemon).

Though yeah, if you put it like this, then I'm pro nuking the tag altogether. Just tag Chloe and Goh with school uniform and others with cosplay, depending on the gendered variant of the uniform.
