None of these tags have any reason to exist; all they do is provide an inferior search to the tag combinations they describe.

:p's wiki states it's only for smiles and the emoticon itself depicts a closed mouth. However, it's not only used for smiles, nor is it only used for closed mouths. With all these differences in usage from user to user (most of which will have almost certainly not read the wiki), the only constant is that they're tagging tongue_out posts that probably aren't licking_lips. Speaking of...

:q's wiki is even more blatant about its uselessness. It describes proper usage as "running the tongue along the upper or lower lip in a "licking lips" sort of way", which makes it literally no different at all to licking_lips. I mean come on, it's not even specifically for licking the upper lip as illustrated by the emoticon itself. And once again, despite depicting a closed mouth it's also used for open mouths.

;p and ;q are just variants for winking (which I'm still annoyed we don't have a tag for, but that's a discussion for another topic). Simply add one_eye_closed to searches for the same functionality but with more results. Since they already imply tongue_out and one_eye_closed, I've submitted nukes for them as opposed to mass updates.

tl;dr: All four of these tags are pointless when users can just search for combinations of tongue_out/licking_lips, closed_mouth/open_mouth, smile, and one_eye_closed.

That's a dumb clause. Change the wiki.

These are just mistags. The only ones I could possibly see being valid are the first and last, but the rest are just wrong.

:P also provides utility in that it's a way to find posts with the tongue out in a playful, teasing or "bleh" sort of way without having to sift through mountains of ahegaos and sex. There's also the instances where faces are drawn exactly like the emoticon, though those are less common.

Yeah, that's pretty bad. But this is once again a wiki issue. I've always viewed :q as tehepero sans "tehe", so to speak, and looking through the first few pages it seems like the vast majority of uploads agree with me. The wiki needs re-writing and the tag needs some cleanup, but it's perfectly salvageable and a valid concept. Mouth open examples are once again mistags.

I have no strong opinions about the fate of the winking variants.

There's over 90 pages of them under :p open_mouth solo, with likely more outside of solo searches. These mistags are in no way isolated and go back all the way to the beginning of Danbooru. In order to "fix" the tag you'd need to go on a gargantuan gardening spree, and then monitor the tag for misuse from people who've been using the tag the wrong way for years.

Take a look at the tongue_out closed_mouth and licking_lips closed_mouth searches. A majority of the results match your descriptions, which is exactly my point - these emoticon tags are easily replaced with simple two-tag searches, which (for obvious reasons) have the added benefit of not including any open_mouth mistags.
