It would make more sense as an implication. The two concepts are different as you say.

If someone wants to do this huge cleanup work, that's fine, too.

But, since "decensored" is an alias to "uncensored", apparently these two tags have exactly the same contents, so the volunteer in question would have to start from 0.

Basically

Decensored - Implies the image was censored to begin with.
Uncensored - Implies that is the way the image was originally drawn.

While linked the distinction comes from how the imaged ended up "uncensored".

No, nothing would change what we have now except that "uncensored" images would be of two distinct groups.

It is listed in the ToS under the nude filter category, but I would say there is a lot more room to actually do it in a manner that might get approve. Depending on the area censored and the type of censoring, "decensoring" an image might be as simple as making the censored area switched to a negative to make the image uncensored.
