I think this would get confusing, since there's most likely taggers who aren't aware of hand on another's thigh. In fact, I suggest we merge all hand_on_another's_X tags to hand_on_X tags if it doesn't have a corresponding hand_on_own_X tag, for the sake of clarity.

No, I really think we should consistently sort them all out into hand_on_another's_x and hand_on_own_x accordingly. It's tends to be harder to search for one particular visual, when the other predominates as is the case with hand_on_thigh (mostly hand on own thigh here).
