Dunno who's started using this, but I'm pretty sure this is covered by short_hair payot.

The question comes down to does post #1439110 qualify as a payot given that they're not sidelocks? If the answer is yes, then it can be nuked, if not, then the tag covers something not at all covered by that tag search.

I was the one who started that tag, particularly for hairstyles of characters like ikaros (example post #943471 and post #1013591) and jiritsu_shikou_kotei_houdai (earlier example), where the hair looks otherwise like short_hair, but there are a few locks of long hair.
