the operative word is "spoken"
any ? or ! in a speech bubble and plain ? or ! appearing over someone's head is different as the non-spoken ones are more of feeling than expressing.

According to ?'s wiki, all question marks, both inside and outside speech bubbles, counts. That means all posts with spoken_question_mark should have ? as well. Is this what we actually want? If so then maybe spoken_question_mark should implicate ?.
Or we could limit ? to question marks outside speech bubbles.

Quickly searching the tag list for tags starting with 'spoken' shows some precedent for this: tags like spoken_heart, spoken_anger_vein, and spoken_sweatdrop implicate appropriate tags with the "spoken" part dropped (e.g. "spoken heart" implicates heart). Not all of them do, though (e.g. spoken_blush doesn't implicate blush), but there were enough in the tags I checked to show signs of precedent for such. I may go back to that list and request appropriate implications, depending on how this issue gets resolved.

That's because spoken_blush is almost always for the symbol ////// representing a blush, rather than for actual blushes themselves. It's different from most of the other spoken_* tags.
I'm in favor of making the implications, this doesn't seem like a case similar to spoken blush since the spoken exclamation mark and spoken question mark tags fit the definitions of ! and ? respectively so they should implicate like the other spoken_* tags.
