Cosplay or not cosplay, that is the question

Since someone seems to think otherwise for reasons that elude me and I want to make sure I have a question concerning cosplay.

Does a character wearing a virtually identical outfit of another character save a different color (one the character usually wears) warrant the cosplay tag?

In my opinion the outfit is too different from Hestia's outfit to label it cosplay, but it is clear that it is a hybrid between Kasen's outfit and Hestia's outfit, so I'm not sure what I'd call it either.

As for why I think it is too different, it's because it's a combination of not only color change but also changing of the trim from Hestia's ragged trim to one similar to Kasen's (which makes the outfit like a China dress, as opposed to wearing what used to be a sack), and a lack of featuring the two vertical seams that runs up Hestia's dress.

There sure is some of the original outfit (the tabard) in the mix, true. Nethertheless when you compare this pink sleeveless dress with Hestia's white sleeveless dress and Kasen's usual outfit (white shirt with puffy sleeves + green skirt + red/pink tabard) it's quite clear what is intended.
