Implementing howtos

There should be links to howtos on the pages needing them.

example: Upload page has a link to the wiki howto:upload.
Post page has a link to howto:post
Viewing a specific post or uploading a post shows howto:tag

List goes on. They should be somewhere other than the wiki, its hard for the people who need it to find them.
