There's a rule that says:

• Don't create multiple accounts to evade bans or to bypass account restrictions or limitations.

Does this mean that you can't create a new account if your previous one reaches it's favourite limit or does it just mean admin actions by "restrictions or limitations."?

There is no favorite limit anymore.
