Possibly may want to consider flipping the alias. While high-visibility_vest is more tagged, that is due mostly to the efforts of a single user accounting for some 80% of the tagging out of some 14 users who contributed to the tag. Safety_vest has been used by some 21 users, which may suggest that the tag naming is more recognizable to users in general.

I think they should all be aliased to just high-visibility clothing. Then, for most cases, people can just combine it with another tag like jacket, pants, and vest.

Could also maybe add aliases for one or more of "hi vis", "hi viz", "hi-vis", "hi-viz".

Take a look at jacket high-visibility_* and you'll see that it's not that simple. High visibility apparel that is not vests is much rarer in drawings, so the only thing that lumping them all together will achieve is making it harder to actually see uncommon high-visibility clothing.

I'm approving the OP alias for now since it aligns with wikipedia's naming, and to avoid having the two tags separate.
