deprecate hair_strand

restarting this BUR. hair strand is a very muddled and poorly named tag that invites abuse simply by existing. you are immediately bombarded with incorrect examples on the first page, including but not limited to untagged antenna hair, hair way too large to be called a single "strand", hair between eyes that isn't even a single strand, more antennae, ???, and of course, dozens of untagged ahoges and cowlicks.

while the concept of "single strands of hair out of place" is possibly worth tagging, hair strand is not the place for it. also, ironically, the original wiki for hair strand specifies an entirely different purpose for the tag: single-strand hair between eyes/over forehead.

I'd be fine with a new name for the concept of "single strands of hair out of place", maybe loose hair strand or something like that. Until we agree on a new place for posts in that concept though I'd be against deprecating this as we currently have no other way to tag it. The current tag is admittedly a mess though.

I’ve always hated this tag, and I’m still disappointed my nuke didn’t go through. It lacks any purpose as it currently is; all of my reasons from the former BUR are still just as relevant now as they were back then.

+1 for loose hair strand

Ok, I created loose hair strand and gave it a hopefully less ambiguous definition. It'll still be a bit of a mess to convert things, but I'm flipping my vote in favor of deprecation.

Note that many of the examples above, (notwithstanding things like missing ahoge or antenna_hair), did also have loose hair strands by the new definition.
