It's pointless and should be deleted, as it is basically just a synonym of pubic_hair. I assume the original intent was for images featuring people drawn with unusually large amounts of pubic hair, but very few posts satisfy even that description. Posts like post #481496 certainly don't. "Unusually large" is painfully subjective anyway.
Maybe keep it around for posts like post #4393, for people with lots of body hair.

Judging from a brief glimpse at the records, it was one user who added the hairy tag to 268 of the 279 images under the tag.
Personally I'd go for removing everything purely pubic hair from the hairy tag and find another use for it. I wouldn't be at all surprised if the original intention was for images like post #90983.
Yeah, stick with copious body hair for hairy, I'd think. Not just pubic_hair.
I don't think that would change the problem though, merely just move it to another tag. Some people could see body_hair as referring to any type of body hair, such as pubic hair.
Additionally body_hair is fairly neutral on the amount of hair indicated, while hairy suggests that there is a good amount of hair present.
I don't really have any huge preference though one way or the other.
