Rename ankle_cuffs

BUR #23218 has been rejected.

create alias ankle_cuffs -> ankle_cuffs_(restraint)
remove alias ankle_cuffs -> ankle_cuffs_(restraint)

Despite the wiki warning not to use that tag on ankle garters, this tag is full of them (and anklets, and all sorts of other things-worn-on-the-ankles); probably because some of our cuff tags refer to fashion accessories and some are restraints. This should potentially alleviate this issue, making it less likely for someone to tag that on innocent frilly decorations.
No, seriously - I was tagging a post with exactly that kind of restraint earlier today, and I tried looking for what to tag it. I stumbled across ankle cuffs, but I haven't realized that it's exactly what I was looking for because the whole wiki page's examples were just fashion accessories. I only realized it was the correct tag all along when I went to the cuffs wiki.

Now, there is a potential issue that could emerge from this, namely people not tagging ankle_cuffs_(restraint) if they're not being actively used to restrain someone, like post #7122328. Additionally, there are some strange inbetween cases where the cuffs are clearly based off restraints, but are worn entirely as a fashion accessory, like post #7108832. That being said, I do believe those to be minuscule compared to benefits from, well, anklets and garters being less likely to be mistagged as cuffs.

Yeah, there's a lot of stuff like post #7331012 or post #7330061 in the tag. It needs tons of cleanup.

Often only one leg has it, and post #7366089 is not handcuffs.

We need a comprehensive solution to all of these ankle and wrist tags. In this case we have ankleband, ankle cuffs, ankle garters, (and ankle_scrunchie), ankle_wrap, and a million others, and they all reference each other and say "not to be confused with" but half of them don't explain what makes them different from the rest. We should have one tag for jewelry, one tag for fabric ones, and one tag for metal restraints, and the more specific ones, if they must exist, need to be implicated to either of the primary ones.
