Is there a minimum number of people required to add this tag? Or, since it's just a request, can it be added on to any image with text that I can't read and isn't just some kind of signature?

You should probably just follow this rule of thumb:
If an image contains untranslated text, feel free to add the translation_request tag (anyone can add it).
If you see a post that has been thoroughly and completely translated (or that you have translated yourself), feel free to remove the tag.
That tag itself doesn't do anything special - but like all of the other tags, it describes something about the image. eg, blue_eyes is used to describe a certain eye color, and translation_request is used to describe that the image is in need of translation.
I also believe that artist_request, and character_request are in the same lieu as translation_request. In that once the request is met, the tag can (and should) be removed.

That's not *strictly* correct -- it's linked to from Notes → Requests section, so the site special-cases it and there are tools that look at it. But other than that, yeah, it's just a tag that happens to be well-known, there's no other magic involved.
