BUR #32075 has been rejected.

rename inno_(amputator) -> inno

amputator is an old name and inno is now used.
now can find a tag artist [inno] but all these artworks are under the tag [inno_amputator]

inno is too short and ambiguous, you should pick something more unique such as innoamp or inno_(pixiv13180799)

BUR #32076 has been approved by @ANON_TOKYO.

create alias inno_(amputator) -> inno_(innoamp)

This would be fine, no reason to use a meaningless Pixiv ID qualifier when there's a perfectly fine Twitter handle available. It's also an alias because there's no reason to rename in this instance.

The name of the artist tag has been changed to inno_(innoamp) now, so it's using the current Twitter handle to differentiate it from other tags starting with inno. Because it's the current Twitter handle it's still a name in current(-ish) use, unlike the old amputator name, so hopefully this suffices.
