Making everyone unrestricted could mean posts that are already deleted will never be approved, as the BUR might mean approvers+ would become contributors.
Just in case, I think we should clean up existing posts first, then remove the ability to appeal. Then maybe deleted posts can be deleted for real.

At the least make art not being approved not take away tag upload, I'm tempted to make a new account as my cap's fucked and it's not like I'm a troll or anything, it just feels like a conflip to see if any art I upload is approved or not, even high quality stuff from the same artist (and OFC if I have to appeal it I don't get the cap back).

Ok out of april fools mode for a moment, being serious. Creating a sock to get around upload limits is a pretty fast way to get banned, potentially permanently. Even if it wasn't, creating a new account without changing anything will just result in the same outcome. Probably best to work up and show improvement on one account.
