Rolled up skirt confusion

I've noticed some confusion among taggers about what specifically skirt_rolled_up is supposed to imply. The wiki states that it is a skirt intentionally rolled over at the top to shorten it, like in post #9014483. However in many cases it's used to tag posts like post #7428593, where the skirt is rolled up from the bottom to expose the ass or crotch. My initial thought was to remove the tag from posts of the second kind, but I had another thought about it. Maybe those should keep the current tag, while the posts that the tag was meant for get a new renamed tag whose intention is clearer, like "top-rolled_skirt" or something. Now, I have admittedly been a little too hasty with BURs so far, so I'm positing this topic before doing anything further.

post #7428593 is skirt lift. We don't need a new tag for those, they just need to be gardened out. Skirt rolled up is extremely ambiguous, though. Not sure what a better name would be, I wasn't even aware this was a thing until just now.

I have manually removed all skirt_rolled_up tags that did not meet the wiki's definition. The count dropped from over 450 to 189. Something definitely needs to be changed here, either a name change or maybe a deprecation? Thoughts?
