Waving Arm(s)

create alias waving_arm -> waving

Seems to be a redundant tag.

Also, waving arms needs to be cleaned up. It seems to be a combination of redundancy with flailing, mistags that should be waving, and some other stuff.

I thought waving arm would be for the scenario where a character is waving their arm but not in the same way as waving, if that makes sense. Turns out that tag was flailing, whoops lol. I learned a new tag today.

Should waving arms have its tag usage restricted further to avoid confusion with flailing, I wonder?
