Finger frames are normally over the eye or face, so I'm not sure why this tag is necessary.
The bulk update request #50082 (forum #396212) has been approved by @evazion.
If there was doubt, this probably should've incubated for a while. This tag could probably be revisited after finger frame is gardened to see how much actual overlap there is, otherwise this might be something people want to see distinctly from a finger frame placed elsewhere - namely people who are looking for a profile picture on some website.
