BUR #50397 has been approved by @evazion.

create implication double_strap_slip -> strap_slip

The wiki for strap slip suggests that it can be used for one or both of the straps slipping. This makes double strap slip kinda superfluous. I'll make at least two BURs to see how we should deal with this.
