As card game should only applies to posts where a game of cards is actually being played, I think having it imply playing games would then make sense.
The only concern would be if there are posts depicting like a stack of cards or a bunch of cards lying around without anyone actually playing them. Those sound like they should fit into a tag called card game too although that would go against the current wiki.

How I understood it from the wiki and have treated it so far is that playing games is for specific games, be it video games or board games, while playing is more general, for children playing with toys or playing catch on a playground or a parent playing with their children or animals playing. It might be possible to separate a more specific tag like playing_toys from it but I can't think what a better tag for pictures like post #10283683 or post #9604537 would be.
That's also why I downvoted the playing_games -> playing implication, I think it would be better for playing to stay a more general tag for things you can't tag with a more specific playing_x, I don't think we need a tag that groups together like playing games and playing sports or even playing instrument which seems to be the only use for such an implication.
