We ought to define some qualifications for the mugen_(game) tag

Tons of pictures are tagged with mugen_(game) in a way that is confusing. In my opinion, posts that have are a crossover between two fighting games might qualify for the tag.

I don't think crossovers involving fighting game characters really need a specific tag in addition to the crossover tag. It seems like it should only be used for posts that directly reference mugen or have mugen originating characters like hakurei miko.
