I'd say that those two would fall under street_performer. a beggar is someone who is doing nothing for something, while the performer is trying to earn their keep by entertaining pedestrians.

"Busker" in Canada, I don't know if that applies elsewhere.

Looks like it is universal.
I'd rather go with street_performer, so +1 for that.
There would be either no difference or too little of a difference between what would go under a busker tag and what would go under the street_performer tag, so we'd need to alias one to the other regardless of which is chosen.

I dunno, I think there is enough of a distinction there.
A busker is a performer that plays for tips. They always have the ubiquitous can/case. They also play anywhere there is an audience.
A street performer does not play for tips and generally I have only ever seen them on streets (unlike buskers).

As I say I think playing for tips or not makes each a unique entry.
Well the thing is, is that appearance-wise they're too similar to be completely separate. If one was searching for one, they'd likely want to come across images of the other without having to perform an entirely separate search or using up a 2nd tag slot to cover the second tag in a search.
In my opinion it'd be better to have them both together under one tag, and then you can either have another tag that can be added to differentiate between the two or have one as a sub-tag of the other.
For example, street_performer can be for used for all of them, regardless of the presence of tips. You could then use busker then as an additional tag then to divide the images between those without the tips and those with, if it was deemed necessary.
