Seems like a joke or sketch reference to me, for this series I'd prefer something on a gainax-run website or an interview.

Neither the official websites nor the Japanese Wikipedia article use it, and the relevant Pixiv dictionary entries (Anarchy Panty and Anarchy Stocking) suggest that it's a play on words with 穴あき, and is a title rather than a last name.
