I've been thinking about this too. Maybe embellished_costume would work? I think post #749145 and post #869161 are decent examples. The costume designs are close to the originals, but have much more detail and lots of added decorations.
I think anything that makes you go "wow this is unusual" is fine.
Also after seeing post #832024 again I think on rare occasions you could use both adapted_costume and embellished_costume at the same time. This one is mostly an embellished version of her usual outfit except her shirt was changed too much not to count that as adapted_costume as well.
I think there can be some overlap of the two, though. In post #846602, for example, Yukari's dress contains not only extra frills and ribbons, but also much more elaborate patterning on her dress. I believe that qualifies it for ornate.
When you made this thread, I thought it was about images like post #396130. The usual costume made noticeably "prettier" by adding more frills, accessories, etc., but many of the examples have none or barely noticeable changes.

Those are some nice examples. But when I think embellished I am thinking of the overall appearance of the attire. While things like hems seem to be minor by comparison to everything else. It seems like Lolita_Fashion would get this tag automatically, or at least a character that is already in such an outfit by default.

That works. Though I think the explanation of the tag should be very specific. I think post #846602 stands out on what you would like to see, but something like post #598380 doesn't really make me go "wow", it is pretty just by shading and clothing flow alone.

As I said they're the subtlest examples I consider relevant. Things like post #396130 are obviously included and don't need much discussion.
I'm aware that the rose pattern is part of the original design. The point here is how often you actually see it in fanarts? If your answer is "often enough so it doesn't need a tag to be found" then alright, but it's pretty rare from my experience. Same reply with post #395757.
post #729880 easier to draw maybe but more complex in looks I'd say than the usual zigzag pattern.
post #755828 I'm looking for a way to identify these little additions she has. Here I think embellished_costume makes more sense than simply wrist_ribbon + dagger, mostly because the said dagger is attached to her outfit.
I'm not adamant about including them I want discussion because I know people are likely to disagree with such cases.

The point of the tag I suggest isn't to find overly frilled outfits in general (notably because we already have tags for that, as you said), but outfits looking enhanced compared to the regular design. And as I said right above, I mean regular design not even as canon design, but as common design in fanart, because of elements like Koishi's rose pattern on her skirt, that despite being canon are barely seen in depictions of the character's outfit.
Please discuss the choices that seem weird to you.
I see DschingisKhan added a few ones as well. I agree with them except for post #532313 (I don't see anything except the thighhighs, and I don't really count them as part of the outfit itself since it's common to give fancy thighhighs to characters no matter their clothing).
