Read about:mod queue.
Yes, some good images get forgotten. This is why we have the Deletion Appeals Thread. If a post doesn't get approved after going 3 days in the mod queue AND having been posted in the appeal thread, then odds are acceptably good that it doesn't belong here. It's a probabilistic system, and sometimes really good images do slip through the cracks, but emailing admins about pictures you really really want to get approved is not likely to hasten their approval. If every user emailed an admin for every 1-day-old image they posted, it'd be a mess.
If I were a Janitor, and a user dmailed me begging for an approve, that would instantly motivate me to not approve it.
Wait it out. If it's not approved after 3 days, and giving it a second shot via the aforementioned Deletion Appeals Thread doesn't get it approved, then it's best to accept with grace that the image wasn't something the moderation staff thought was Danbooru-worthy.

Really now? Since when do we have a "copyright policy" in the first place, and not just a list of artists who requested a takedown?
Rather than a "copyright policy", this is to keep danbooru from becoming another manga hosting site.

It'd be nice if one specific manga was allowed to be posted here, but I understand that it would just cause alot more problems.

Always, basically. This has never been the place to upload the latest chapters of, I dunno, Bleach (or even something much less mainstream). There are going to be gray areas that need individual decisions but keeping this site from being a dump of commercial manga is the spirit of the rule.

Well yeah, I never had any doubts about it, but for me it was motivated by the desire not to become a manga dumping ground in and of itself, and not some kind of copyright issues. If I were to make a priority list of factors we take into account when making decisions, copyrights would be very close to the end of it.
