tag question: bikini_top, bikini_bottom

About bikini_top and bikini_bottom.

I see currently 3 uses for those tags:
1. when the top or the bottom are worn with other clothes:
For example: black_rock_shooter_(character), yoko_littner
2. when the other part is missing, which is equal to bikini bottomless or bikini topless in meaning.
3. one part of the swimsuit is somewhere in the picture, but not worn.

Questions:
In case 2, should bikini also be tagged?
Why isn't just bikini + bottomless/topless used for those?

Also, there is bikini bust and bikini_top bust. I believe the first one is the better solution, but what do you think? (bust is seriously undertagged, I've added it to a few images for this thread)

bikini + bottomless/topless is the better solution, as it allows for a narrower definition of bikini_top.

Yes, the first, although in some cases it's unavoidable that knowledge of the character will influence... if you see a "bust" of BRS in her canon outfit, it would be a bit silly to tag it bikini as if it were different from the million bikini_top images.
