covering_one_eye is mostly deliberate coverage of one eye with one's hand, not passive like with hair.
But covering_one_eye is a separate tag from one_eye_covered though. The former does have images such as

Perhaps it would be better to move the passive examples to one_eye_covered and redefine covering_one_eye more specifically to apply to active instances. Or at least change covering_one_eye to hand_covering_one_eye/hand_over_one_eye to make the distinction more clear-cut.
Meanwhile one_eye_covered would be a supertag covering all instances of a single eye being covered, including hair_over_one_eye, bandage_over_one_eye, and the above active examples. People looking specifically for an eye being covered passively can then use one_eye_covered -covering_one_eye.

I suggest the following definition for covering_one_eye then:
"Instances in which a character is holding a hand or object in front of one of their eyes."
I do think there are enough instances of hands to merit its own specific tag beneath covering_one_eye.
