In your blacklist are you typing "Shota" or "shota"? Tags are always lowercase.
I experimented with this myself. If I put "Shota" in the blacklist, shota-tagged pictures still showed up. If I put "shota" in the blacklist, shota-tagged pictures no longer showed up.
