HTML color code for majority of her eyes is #69342A. Dark brown.

Brown, but that's because the artist has used dark brown for all the linework that would normally be black.
I say fuhgeddaboudit. Just let solid circle eyes take care of it.
Black / Grey / Brown are very often a judgement call. Once you get to such a low brightness and saturation it's tough to say.
I usually let canon make the choice it if its ambiguous. In this case the style would suggest it's probably black (solid circle eyes) almost always are.
Even better for that sort of stylism, might be to leave eye color out, as BCI Temp suggests.
