Regarding that picture, the only canon animalization I know would probably be kaenbyou rin (cat). (it's even a character tag) Maybe Chen (cat) and Mystia Lorelei (bird) as well, since they're more popular.

character_(animal) only makes sense for the characters which are canonically (animal) and are assumed to be able to switch between animal and human form. (or have images showing their past before they turned into their humanoid form)
Since many artists draw the animal forms of the characters different from what they should actually look like (post #982735), I guess (bird) is ok.
Momiji is apparently based on the original Chinese term tiāngoǔ (Wade-Giles:T'ien kou; 天狗; "celestial dog") (same kanji as tengu). Therefore, she would not turn into a crow. Actually, I don't know of any stories where tengu transform.

S1eth raised some points worth considering and i'm in favor of trimming down the tags before they become filled with posts. however, i'm not sure how are we going to convince other taggers not to create such future non-canon character_(animal) tags especially in similar situation like this where the characters in animal forms are bunched together. it's more like "tag what you see" and taking cue from other (canon) character_(animal) tags present in the image.
We cannot force users to follow the forum or read the wikis. Maybe they don't even know about the animalization tag or don't know why we created the kaenbyou_rin_(cat) tag. Unless they create new wikis, it's easy enough to just delete all the tags they added.
What's even worse is that the users who add and create the new character_(animal) tag DON'T EVEN TAG THE ANIMALS. I just added all these animals to post #1060216: +bird +bunny +cat +crow +fox +frog +mouse +snake +sparrow +tanuki +tiger +wolf
I'm fine with removing some of those odd ones. It's my fault for adding some of those and getting the ball rolling, I suppose. There's a good number that aren't supported by canon but are fairly common on pixiv though... Such as mystia_lorelei_(bird). I suppose that if you take into account their youkai origins then it's plausible enough.

For the second one, I'd say that counts.
I'd be surprised if it'd be consistent. Different artists have different styles. That said I'm for keeping the tag, it's quite distinct from the normal appearance. I guess Kemonomimi applies. Those are animal features, even though it's a mythical animal.
Maybe, for Meiling dragon's form, and the others characters of Touhou, we could create the tag: animalization_(touhou), just for facilitate the search of the character, in her respective animal form.
Character + some characteristics (Kemonomimi_mode), from a certain animal (Horns/tails/altners/body parts, ears, etc), Ex: dragon_tail tag. OK, Ex.
That´s the idea, instead of "specific_character_(add animal)", who says nothing by its own, specially for another characters from another series/plays/anime, who are characterized by the same animal. Create specific tags by copyright, it's unnecessary if we have tags like characters, "animalization", "animal_girl/boy" and/or "Kemonomimi_mode" (addying the specific tails and ears type)
PD: It's strange that Daanboru doesn´t have the fox_girl tag, since has cat_girl, dragon_girl or bunny_girl.
