Is there a tag for fan-made designs for characters who are mentioned in canon but don't have an official character design (and could be retconned in the future if an official design surfaces)? Matou Byakuya, for example.
If not, should one be made and are there more examples of characters it would apply to?

Pretty sure it's original. Like Vocaloid original for example.
If you mean original characters or speculation about to be revealed characters, original + the copyright is used.
Others such as Konpaku_Youki do not have any special tag other than their character tag.
AFAIK, original+[franchise name] is used if the characters are fan-made ones that have nothing to do with their canon sources (like Hakurei Miko).
I doubt the use of original tag in cases like Matou Byakuya and Konpaku Youki as those characters are mentioned in canon sources. Their character designs, however, are fan made.
Is Hakurei Miko automatically original touhou m.u.g.e.n? After all, she's an original character, designed after a touhou character, but used in m.u.g.e.n (not created by the game developers themselves = the m.u.g.e.n guys don't own this character).

About fan-made design, I'd like to say, describe it in the character's wiki.
Example: Konpaku Youki
Fans usually depict him as an older man with a white beard wearing traditional Japanese clothes of the same colors as Youmu's.
