Use letter for folded letters like post #539771 and envelope for manila envelopes is what NWF was saying. This is a distinction I'm comfortable with, each is visually distinct.
What about letters not yet stuffed into an envelope, ie. lying on a desk or still being written? post #341112 for example.

I think it would be paper?
Of course someone reading it would make it a letter... or a document. But then it just gets all detailed after that.

Makes sense to me. I did the implication.
Sorry to necro this, but it seems like it'd make more sense to use letter for the actual message text part, like post #66277, post #234739, or post #535437, and envelope for the thing that holds the written message, no matter its size.
(I realize this usage of letter may overlap somewhat with note.)
