Looking through cached versions of things and reading between the lines, Piespy's iqdb.org appears to rely on imouto.org's generous support for hosting, and http://oreno.imouto.org/ has recently suffered a server failure and is in the process of migrating to a new one.
Their status message indicates it will be a day or two before things are back, but with any luck once they are back up and running, IQDB will be as well.

I had a feeling it had to do with Oreno server crash. They both happened around the same time.
It's down while the server is being fixed/upgraded.
Out of complete curiosity, why don't we have a version of IQDB hosted on danbooru? Seems like it would be easier..

As for IQDB's hosting, it's probably because it was Piespy's brainchild, which he had initially hosted independently (it does serve as an index for many *booru and similar sites, not just Danbooru). I believe originally it was just a nice index for identifying and finding downloads for Haruhi doujins.
The close integration with Danbooru (similar link, and the like) only came about afterwards as its usefulness became obvious. Any decisions on moving hosting would need involve Albert & Piespy (and possibly Dovac as the current host) and would likely involve deciding who had access to and was in charge of what, as well as managing server resources (which are not entirely Danbooru related). Being that they were developed independently, the two of them may just prefer the freedom and independence of the current setup. Perhaps Dovac's systems are better suited or preferable for Piespy's purposes.
Note that I wasn't personally involved with any of this or privy to any details, so I might be way off. This is just how things have appeared from my vantage as I watched them develop as a user.

I'm not meaning completely moving IQDB over here, I mean just having an alternate version that could be used when IQDB is down or is having issues (Which is fairly often..). Having it hosted here would save someone having to download the entire site.
Bringing the IQDB searches over Danbooru in-house is a great idea, so I'd like to reopen discussion on this. Made https://github.com/r888888888/danbooru/issues/1954 for this.

Especially a good idea given that IQDB's performance issues seem to have returned with a vengeance.
I don't manage IQDB hosting anymore, but from what I can see it is single threaded and recently hit 100% usage on a single core. I suggested to move some indexes across multiple processes to work around the issue in the IRC channel so maybe in the near future it'll perform as it used to.
