Tag usage: map vs scroll

There are no definitions for map or scroll, so I am curious to know if there are any good ways to distinguish between the two (particularly distinguishing a map from a scroll).

Should map be used if the parchment/surface/projection in question clearly shows map properties such as geography and arrows/Xs/other 'treasure map' indicators? Should scroll be used for parchment only with one or more rolls with it, and when the parchment contains no map-like qualities but instead some sort of writing on it such as hieroglyphics, spell incantations or other more mystical forms of writing?

Buh? If it's a map, then tag map. If it's a scroll, then tag scroll If it's a map painted on a scroll, then tag both. Am I missing something here?
