If I remember correctly, it was stickied at some point but then there was too many stickied threads in general and that's why Useful threads index was created. Now it is mentioned there along with related "Deletion appeal thread".
Well "deletion appeal" gets enough work to always been on the first page but "feedback" might still be better stickied since it has not had a request since its sticky status was removed.
I get the impression most people who would use it don't know it even exists now and (I admit I didn't realize it) that there is a link in the useful thread.

Eh? Its sticky status was removed quite some time ago. At least a year or maybe even two have passed and there certainly were new posts in it during this time.
Personally I'm not sure whether it's a good idea to sticky it or not. Yes it may help new users to notice it, but it may also attract a bit too much attention from them, especially since Deletion appeal thread isn't stickied alongside. Then, misuse or flood of posts might make it less useful/convenient to both those who request feedback and those who give it.

That long? I would have sworn 6 months or so. Must have really lost track of time.

It seems to have gone to the other extreme now. It is pretty much off peoples radar.
I wonder if it would be flooded in general. Unlike the deleting appeal thread, it seems like something you could easily give negative records for it there was an excessive amount of "why not?" or "there are worse images".
Maybe a sticky for a little while so people realize it is there then remove the sticky after the usage picks up a bit.
Again not simply to have the thread used but because people don't seem to know it exists.
