Tag is better. Though I asked a similar question regarding a sweater a while back. Basically just use off_shoulder and (respective clothing type) since off_shoulder is flexible.
Use a tag, something like low_neckline. We don't need more goddamn pools for objectively visual concepts, especially since mods never delete them because of reasons.

I agree we should use low_neckline instead. Off_shoulder seems a bit different in that it's for clothes that fall down instead of having a low neckline by design.
And something like this for low_neckline's wiki definition:
When the neckline of an outfit is unnaturally low and seems that it could fall down if someone breathed on it (example: post #909347).
Only for when the outfit appears to have been designed like this on purpose. If the clothes seem to be slipping off the shoulder below where they usually would be, use off shoulder instead.
We need to do something about people making so many silly pools like this. The line between tags and pools is becoming pretty blurry.
Isn't this just bursting breasts? What's more, "low neckline" isn't as descriptive as it could be; I confused it with forum #81907 for a moment.
