Reduce Appeals

Pretty basic idea to reduce appeals due to users honestly believing that no one saw their uploads. When a file is deleted it should show viewing history of the mods to the user that uploaded it. It should reduce silly appeals, having evidence that someone saw the upload.

The appeal dialog already says clearly:

If this post was automatically deleted, then it means at least ten janitors all thought it didn't belong on the site. If you still believe this image was wrongfully deleted, then you can appeal its deletion.

I know that, but apparently some people don't. I just thought of it because I saw someone's appealing reason that they thought their post was overlooked.

That doesn't really relate to this thread.

If someone's appeal is simply that a post was overlooked it will get ignored again and die in the appeals queue except this time without their ability to appeal again. I'm really not seeing the problem.
