The best course of action would probably give all food-related fish a new tag: fish_(food). The same was done with chicken_(food) and turkey_(food)
And there's kappamaki (cucumber), inarizushi (abaraage),...the bottom line is that sushi isn't always fish, and as Log said, tag on a "case-by-case basis."

Yeah, these are the reasons I was hoping to avoid a tag that would encompass sushi and sashimi to avoid requiring people to remember to double-tag every piece of fish sushi. Probably 80-90% of sushi and 90%+ of sashimi would need to be tagged fish (food), but we can't do an implication because of the above.
