Remove implication zettai_ryouiki -> thighhighs

Ugh. I think I can see some reason behind this, but still there are situations when thigh boots are just exactly a thigh boots and cannot be mistaken with thighhighs. IMHO the best solution would be if danbooru engine give us a possibility to distinguish implications between hard (default) and soft one (allowing us to remove implication manually per every picture if neccesary). In that case ZR->thighhighs and thigh_boots->thighhighs would qualify as soft implication and problem would be solved.

Bumping because of another problem with this implication. This time with over-kneehighs tag, which apparently can justify a zettai_ryouiki tag. Unfortunately this also means that adding zettai_ryouiki tag to over-kneehighs means also adding thighhighs and with no possibility of fixing it - example post #1727011

EDIT: another solution could be making over-kneehighs a subtype of thighhighs and implicate them accordingly. In fact, considering problems with distinguishing them and having thigh_boots->thighhighs as precedent, implicating over-kneehighs -> thighhighs might be even a better idea.

It looks like "over-knee" is used a bit more broadly on Pixiv, though. There are lots of images tagged with that which are further past the knee than would be tagged as over-kneehighs on Danbooru. Something like post #1689898 seems like a lot more "area" than usual, but if the commonly-accepted definition for zettai ryouiki really is that broad, then I don't have a problem with it.
