Definitely western art. You can tell because western artists have this problem where their art styles typically make women look worse than they do in real life.
Usually, it's by over-definition. In this one, for some reason, the artist decided to over-define every nook, crevasse, and muscle in her upper body. Without all of that superfluous definition, this could be a really good ecchi picture.

That is what I like to call a stereotype. And if I remember correctly, Bible Black is Eastern, and if you ask me all the girls have this issue I have a hard time trying to describe. They look like the artist didn't really know what women look like, so he tried to draw guys and just add feminine features while removing the masculine. So, you have this bulky looking women with the with the curves and proportions not quite right. So the artist ended up making women that look worse than in real life.
But Bible Black is a very famous series despite the fact that I don't like it. Now, this is done in the style of western comic books. And that "over-definition" you spoke of is quite popular and I do find it rather ridiculous myself. My point is your saying that "Western Artists have this problem..." is like saying all Eastern Artists draw with the same style as Akira Toriyama and that no Western Artist do. We both know the first part is false, and I can assure you I have seen Western Artists draw OCs that looked like they came from Dragon Ball Z. To further make me point there have been several attempts to make X-men more marketable in Japan by hiring Japanese artists to do Mangas of the series, and strangely that "over-definition" was still there. Hell, that anime about Alexander the Great had the same "Over-definition" it is hardly a western only issue.
Whether the style is done well or not depends on the artist. If you want another example of the style that may not offend your tastes as much look of Ryuk on DeviantArt. If I remember correctly he is a Venezuelan artist who does a great job using that style.
It is a stereotype. This picture is stereotypical.
I'm not going to debate with you, because obviously there are different art styles in each region. It just so happens that one region favors one of these sorts of art styles than the other. It's called culture.
It's implied that I don't think EVERY SINGLE ARTIST in one region draws a certain way. Were you expecting a debate about that?
