none actually, Amatsukaze is part of the Kagerou class destroyer, her only connection to Shimakaze is only the fact that she is used to test the prototype boiler that was eventually used in Shimakaze's final design (hence the robotic and less cute rensouhou she is carrying around compared to the more polished looking rensouhou that Shimakaze is carrying)
And yet, even within the same class, not everyone is considered a relative. Especially with destroyers, they're often regarded as friends or schoolmates. Fans can be a bit eccentric when it comes to portraying the nature of a relationship between the girls.

Sometimes ships in the same class couldn't be relatives because they aren't built in a same naval yard.
For example, for the 19 Kagerou-class destroyers, 6 destroyers were built from Uraga, 5 were from Maizuru, 5 were from Fujinagata, 2 were from Sasebo, and 1 from Kobe.

Kongou was built in an entirely different country, yet she is considered the big sis of the other 3. There does not seem to be a hard and fast ruling for who is a relative and who isn't.
Suffice to say, I'd like Amatsukaze to be a cousin of Shimakaze, because of the similarities they have, that Shimakaze is usually considered to be kind of lonely and envious of friendships and families around her.
It's a good trait for her to have, that lone-wolf arrogance, but at the same time it'd be nice to have someone around that can alleviate it from time to time.
Battleships, carriers and cruisers were portrayed as sisters because their classes consisted less number of ships (BTW the Akatsuki-class are also portrayed as sisters as well). Probably, destroyer classes usually consisted of large number of ships that is why they are not portrayed as sisters but rather classmates.
Also, Shimakaze is a lone-wolf since she wasn't assigned to any destroyer division but was directly assigned to DesRon 11 during her commissioning. The destroyer which I could say closest to Shimakaze (not as relative) is Naganami.
1) In nautical lore, a ship's 'father' is considered to be the boat/ship/naval works/yard/arsenal that they were constructed by. Kongo is thereby, correctly half-British.
2) A Demonstration craft that served to prototype new theories or major equipment specifically for a new class of ship was considered to be the Midwife. In this case, Hiei was Midwife to Yamato and Musashi's 'births'. This was also true if a ship was constructed and something unique about that ship was considered so spectacular that other laid-on ships were halted to incorporate the spectacular features. Hilariously, this means that Kongo was midwife to many of England's pre-war ships.
3) An interesting, but rare, case occurs when a ship serves to prototype new equipment which is then directly transfered to a new ship. In such case, the test ship is considered to be the new ship's Mother by Proxy. ... Yeah. (Organ donor would have made more sense to me, but this is a 600 year old concept here, back in the era of Pirates.)
