Well, the Wiki link Mastine provided leads me to think it's some kind of witch. Although it it could be a type of fairy(though the royal look it throwing me a bit, the again maybe each fairy/fey race has its own royalty). It could also be the queen of the Caith Sith and grants them(women who become Caith Sith witches) the power to transform if they make a pact with her. Will just have to wait for the english version.
