It would help if people could add annotations for the characters in the relations list that aren't currently annotated so we know what's still untagged.
Wow, haven't seen some of these characters in a while... Nice to see someone still remembers Galaxy Angel and Rozen Maiden...
A bit of context: (afaik) this was done by asking the users of the Waifu Drawthread on /a/ for their... well, waifus. Paintrfiend then picked some (a lot of them, actually) out of the list and drew this for the thread.

I'd do more, but there are a lot of "maybe?" characters. (I mean, how am I to positively identify the girl jumping into the wave above Miia when all I can see is short black hair and she's probably not wearing her normal outfit...)
I tried adding a few like Rukia from Bleach (on a towel on the right side), but even there, I'm not quite sure it's her.
Also, I just haven't been watching all the animes that came out for about ten years, LOL...

Then people have good taste with Vanilla H and Patchouli, but there's a distressing lack of Kirishima (or many shipgirls for that matter...)
Ok, I'm guessing that the arachne in the upper right is meant to be Rachnera Arachnera, despite lacking the skull mark on her abdomen and having a lighter hair color.
Is it just me or are there two Matoi Ryuuko's? One carrying a surfboard slightly left of center and the other in the bottom right, right under Trafalgar Law.

Nah, it was just a single person who did this. What I meant with my previous comment is that he asked people for their favorite characters and then drew most of them all together in this picture.
I added a Note for Ruri Gokou, not sure if I did it correctly though. She's up in the top right by the DxD girls, with the purple rose beach towel. It won't let me add an actual tag for her character.

I'm almost certain the warship is the WWII German cruiser Prinz Eugen. It's definitely a Hipper class cruiser, but Hipper herself has a slightly different bow shape.
Identified the character with the black and white surfboard as Yukino Yukinoshita from Yahari Ore no Seishun Love Comedy wa Machigatteiru. So she and the anime will need to be added to the "Characters" and "Copyright" sections since I don't know how to do that or can't do that.

It's Prinz, you can tell by her low hangar, Catapult mounted near the funnel and Clipper bow
Pleasantly surprised to see Hinagiku Katsura in one of these. Good to know people still care about her and put her together with all of the other good female characters :)
