Leo's gender isn't given. In-game people call Leo a boy and a girl and he/she never corrects either. Namco made Leo to be a mindscrew, or as they say "to make someone players would like regardless of gender."
It is not a localization screw up. He is called male multiple times in story mode, and kazuya is the only person who calls him a "sissy girl" in a way that is more like an insult than anything else.
Then, in the japanese bio, his gender is left out in the discription not using he or she.
Then, in the special artbook he is listed in teh male section. I've uploaded the art here so you can see and leo has some delicious pecs :)

OH, and on this pic, btw that little bulge in this picture, if it was a girl there would be a little slit in the center, and, of course there isnt make this a male.

Not with female gender specific combos working on Leo in-game. A lot of people arguing that Leo's male seem to love forgetting that one obvious clue towards the character's gender. :/
