If I were to give my opinion on this piece and why it could be AI, there is another part for this one on their pixiv, it comes right before in their posts (or at least it feel like it's the same piece cut in 2 parts.)
In this other one, the girl is grabbing her skirt, the problem is that a part of what her right hand is grabbing should normally be the lower part of her sweater but the AI colored it as her skirt (probably) because of the tags used during the image generation.
So I'd personally say that it's most likely AI but can't give move proof.
Edit: Looks like the uploader is most likely the maker of that AI art, he deleted the tiger piece I mentioned after I pointed out the obvious mistake in it.
Probably the reason why they tried to spread the idea of commissioning the person in another one of their pieces and defend them so much.

I am not defending them, I don't actually know what they are up to. To be fair, I am pretty new to his pixiv and his channels so if he is very well using AI, let's that be him. That's unacceptable

Edit 2: Also that is a weird statement. Perhaps someone saw the pic and told him about it. He seems to also roam this place if you check history, he even tried to upload his own work

Edit 3: I have asked them about it personally. It seems they had an artist block and was so worried and bored at the same time, they just couldn't help but make fun of AI and accidentally purposefully posted AI Art as actual work :/

Edit 4: He seems to be on a World Tour of sorts, they apparently have a proffesional freelance job as a Graphic Designer. Anime Art is just a side hobby since he sucks at human anatomy and wants to learn it one way. Which I say Anime isn't a good way since proportions are mostly WACK lol.

Tl;dr - He/They made AI Art posts because they didn't had time or the actual equipment to draw and paint digitally, so they instead used AI programs and paint over it. He made a comeback by doing the Kyaru Sketch recently after a 3 month artist block. Seems to be on a job in multiple countries but trying to have a holiday ASAP during the new year. They also posts their updates on their twitter account of where they are. Seems to be currently in Japan.

Theory: Secretly working on a project with a game company?
