Apparently in this Cold War story this old guy is the one who built the Warlock but after the War he keeps on going forcing the Fuso Witches to hunt him down. Obviously since the Witches can't kill Hijikata has to do it.

Seems like it’s just trail of blood instead of scar. Maybe he hurt his head somewhere between the 4th and 5th strip. :)

Maybe he pulled a Reaver on them. Old man was doing his Hannible Lecture deal and he was like "Oh screw this" and emptied the entire magazine in him.

Basically heroes established with a long history of exceptional moral integrity can never commit immoral actions like murder even when doing so is the right thing, like killing Lex Luthor. Superman can't do it because it's not in character for him so they get someone else to do to satisfy the plot.

In this case since all Witches appear to have a very strong sense of morality killing this old man would be out of character for them (at least for Sakamoto) so Hijikata a character who hasn't been given a defined character beyond his stoic loyalty to Mio can do it without creating OOCness.

So it's not a physical thing just a character thing like if Nanoha started stabbing the bad guys to death instead of Starlight Breakering them into unconsciousness.
