template:howto has "template:artist for Wiki pages on artists.";
template:help has "template:artist for Wiki pages on artists.".

I have some questions:

1. Are there, or should there be rules about usernames? I can't help but notice there are plenty of usernames that wouldn't be allowed in any other form if they were a comment or something and not a username.

2. Can I bring up concerns about mass downvoting if it doesn't seem to target a specific user? How should I bring up concerns about downvoting at all?

  • The rules for usernames are listed under Account Rules in help:community rules. Names that use slurs or are otherwise extremely offensive are against the rules. Certain slurs are already blacklisted inside usernames. You can report rule-breaking usernames to me if you see one.
  • You can report suspected voting abuse to me or another mod. Mods are able to see the voting histories of users. Note that I only consider downvoting to be abusive if it's automated or it's being used in manipulative ways - for example, downvoting other users to harass them, or downvoting other uploaders to give your own uploads an edge. If someone downvotes frequently because they have high standards, or because they don't like a certain tag, or because they like to vote on everything they see, they're allowed to do that. Upvoting and downvoting are essentially the "I like this" and "I don't like this" buttons, and users don't have to justify why they like or don't like everything they vote on.
