Clarification for reporting certain rule breaks

I noticed behavior that broke a community rule ("Don't mass downvote a user's comments to harass them") and I'm unsure of how to adequately report this. Since I did not want to bother the forums, I checked its help page:

If you believe that a forum post either contains spam or breaks the Community Guidelines, you can report it to the Moderators. To report a forum post, click on Report at the bottom of each forum post. Please enter a valid reason.

Since I'm not reporting a forum post, the only alternative given here is to message a Moderator, but I'm unsure as to whether or not that's something users should do for minor issues such as these. Apologies if I overlooked relevant information.

Since there's no feature for reporting a user directly like you would comments, and I'm assuming that's what you're looking to do, contacting a moderator or admin is likely your best bet. Harrassment of any kind is a bannable offense, so this isn't really too minor an issue for it.

I am curious, however, how you're certain this behavior is happening. Users below mod level can't see who's voted on a comment.

It's unclear how you'd act on this even if there were a report button for it. First of all, comment votes are invisible to you, so how can you be sure that downvotes are all coming from the same person? Second, how can you demonstrate malicious intent? If someone is repeatedly posting bad comments (e.g. emoji overuse, dumb one-liners, fake quotes) then downvotes are the expected and appropriate response.

If a user has a strong suspicion that they’re being targeted, asking a mod to look into it is okay. The reply might end up being “it’s not the same user”, though.

It’s pretty obvious if comments that don’t fall under what you listed as bad comments are voted down as well, especially when it includes desirable comments such as correct answers to valid questions and additional information for the post at hand. If it’s not that obvious, the decision whether or not it counts as malicious is left to the discretion of the mod handling your request.

Obviously, frivolous reports, such as complaints about your trash comments getting voted down, will not get you a favorable response. ;)

If I find a user who abuses the upload function to "pollute" the page which means uploading a single image of a certain link multiple times, how do I report him? I can't find a place for feedback.

Pollution means uploading a single image of a certain link multiple times which can be interpreted as uploading multiple duplicates.Anyway,thank you very much for your answer.I understand how to solve this problem.
